JAKARTA — The Directorate General of Immigration at the Ministry of Immigration and Corrections has officially launched the Global Citizenship of Indonesia (GCI), a groundbreaking policy designed to address long-standing issues surrounding dual citizenship. GCI provides a permanent, unlimited stay permit for foreign nationals who have blood ties, familial connections, historical links, or strong personal affiliations with Indonesia. The policy opens wider opportunities for individuals worldwide who share genuine ties with the country.
“GCI is a definitive solution to the dual citizenship dilemma. It grants extensive residency rights to foreign nationals with strong Indonesian ties—without requiring them to change their citizenship status or breach the legal framework. This policy demonstrates Indonesia’s ability to adapt to global dynamics while upholding the sovereignty of its citizenship laws,” said Minister of Immigration and Corrections Agus Andrianto.
Agus noted that similar frameworks have been adopted in other countries, including India through its Overseas Citizenship of India (OCI) program. The success of such policies reinforces the credibility and feasibility of implementing GCI in Indonesia, highlighting the Directorate General’s commitment to legal certainty, service efficiency, and global competitiveness.
Eligible Applicants
Individuals eligible for GCI include:

Foreign nationals who are former Indonesian citizens

Descendants of former Indonesian citizens up to the second degree

Legal spouses of Indonesian citizens or former Indonesian citizens

Children born from legal marriages between Indonesian citizens and foreign nationals
However, the permit excludes individuals from countries that were once part of Indonesia’s territory, those involved in separatist activities, or those with backgrounds as foreign civil servants, intelligence officers, or military personnel.
A Streamlined, All-in-One Application System
Applications for GCI are submitted online through evisa.imigrasi.go.id. The integrated system covers the issuance of a Limited Stay Visa, status conversion to a Permanent Stay Permit, extensions of Unlimited Permanent Stay Permits, and the granting of Unlimited Re-Entry Permits.
