Governor Koster Urges Regents and Mayors to Halt Issuance of Permits for New Hotels, Restaurants, and Chain Convenience Stores

Attends Final Coordination Meeting of the Agrarian Reform Task Force at Wiswa Sabha Utama, Denpasar

DENPASAR — Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid witnessed the signing of a joint commitment on land rights certification between Bali Governor Wayan Koster and the Head of BPN Bali at Wiswa Sabha Utama, Denpasar, on Wednesday (26/11).

The event was held in conjunction with the Final Coordination Meeting of the Agrarian Reform Task Force. In his remarks, Minister Nusron Wahid emphasized that agrarian reform—mandated under Presidential Regulation No. 62 of 2023 on the Acceleration of Agrarian Reform—focuses on restructuring land ownership, control, utilization, and management to ensure fairness through asset and access reforms. This includes asset legalization and land redistribution to guarantee legal certainty and state protection over agrarian resources.

He noted that the reform agenda aligns with the President’s Asta Cita vision, aimed at strengthening the national land system and enhancing self-reliance in food, energy, water, sharia economy, digital economy, green economy, and blue economy. The broader objective is to drive grassroots-based development, reduce poverty, and stimulate economic growth.

Minister Nusron also referred to Article 5(1) of Law No. 59 of 2024 on the National Long-Term Development Plan (2025–2045), which targets achieving advanced-nation per capita income levels, reducing poverty and inequality, enhancing global leadership, improving human capital competitiveness, and lowering carbon emissions toward net-zero goals.

He warned that Indonesia is losing 60,000–80,000 hectares of rice fields annually, equivalent to 165–220 hectares per day, threatening national food security. To curb this, the government will establish a map of Protected Rice Fields (LSD), defined as verified paddy fields (LBS) minus areas already allocated for HGB, National Strategic Projects, and licensed developments (KKPR, PBG).

Koster: Bali Must Protect Productive Land and Strictly Enforce Spatial Planning

Governor Wayan Koster echoed these concerns, noting that Bali’s appeal as a global tourism destination attracts significant investment, especially in hospitality. However, prior to modern spatial planning regulations, widespread violations occurred—particularly in coastal setbacks, river borders, cliffs, and the conversion of productive land.

“Productive land conversion in Bali reached around 600–700 hectares per year. We have drafted regional regulations to strictly control the conversion of productive land for commercial use as part of our broader effort to strengthen Bali’s food security,” Koster said.

To prevent further land loss, Governor Koster issued a firm directive:

Regents and mayors across Bali are instructed to stop issuing permits for:

  • The construction of hotels and restaurants on productive land

  • The development of networked/chain convenience stores

“From now on, no further spatial planning violations will be tolerated. For existing developments, we will seek the best possible solutions without causing unrest, but strict socialization is essential,” he emphasized.

BPN Bali: 84% of Land Already Certified, Remaining 16% Will Be Prioritized

Head of BPN Bali, I Made Daging, reported that Bali has approximately 2.3 million land parcels, with 84% already certified. The remaining 16% is a priority for completion. He noted that BPN is currently assisting communities in asset legalization to help improve public welfare.

Launching of Integrated Land and Tax Data System and Certificate Handover

Minister Nusron Wahid, accompanied by Governor Koster and I Made Daging, also launched the integration of land and regional tax data (NIB–NIK–NOP). Numerous certificates were handed over, including:

  • 1 certificate of Right to Use (HGB) for the Bali Provincial Government

  • 2 management rights certificates for Denpasar City

  • 1 Right of Use certificate for Buleleng Regency

  • 2 certificates for Klungkung Regency

  • 2 certificates for Bangli Regency

  • 2 certificates for Gianyar Regency

  • 12 certificates for Jembrana Regency

  • 2 certificates for Tabanan Regency

  • 4 certificates for Badung Regency

  • 1 certificate for Karangasem Regency

  • 1 management rights certificate for Desa Adat Mancingan

  • 1 ownership certificate for Pratisentana Bendesa Manik Mas

  • 2 ownership certificates for Nahdlatul Ulama

  • 1 waqf land certificate for Ashila Education Foundation

  • 1 ownership certificate each for Putu Wijana Oka and I Made Wiryawan
