Equitable Development through Special Financial Aid: Governor Koster Signs Strategic Agreement with Badung and Gianyar Regents

DENPASAR – Bali Governor Wayan Koster signed a Strategic Cooperation Agreement (PKS) with Badung Regent I Wayan Adi Arnawa and Gianyar Regent I Made Agus Mahayastra at Jayasabha, Denpasar, on Friday (July 18). This agreement marks a concrete step toward achieving equitable development across Bali through the Special Financial Aid (Bantuan Keuangan Khusus or BKK) scheme.

The agreement aims to support the development of infrastructure and strategic facilities in six regencies in Bali that have not yet benefited from balanced fiscal allocations—namely Bangli, Buleleng, Jembrana, Karangasem, Klungkung, and Tabanan.

The PKS emphasizes the importance of equitable development as a key component of the “Nangun Sat Kerthi Loka Bali” vision, implemented through the Universal and Planned Development Pattern (Pola Pembangunan Semesta Berencana).

There is currently a stark fiscal imbalance, especially in revenue from the Tax on Certain Goods and Services (PBJT), where Badung, Gianyar, and Denpasar dominate due to their concentration of tourism businesses.

“In reality, Bali is a single, unified tourism destination. Tourists come to experience Bali as a whole, yet only three regions reap the majority of the economic benefits,” Governor Koster pointed out.

Through this agreement, the Bali Provincial Government—together with the regencies of Badung, Gianyar, and Denpasar—is committed to allocating BKK funds to support strategic projects and tourism development in the six underfunded regencies. The funding is sourced from PBJT revenue from the hotel, food, and beverage sectors. This initiative reflects regional solidarity and collaboration to realize fair and sustainable development.

The PKS outlines key objectives, including:

  • Developing Bali as a unified region with one governance and planning system

  • Promoting fiscal balance between regencies

  • Accelerating equitable development and economic growth

  • Advancing Bali’s cultural-based, highly competitive tourism model

Bali’s Strategic Projects

Several priority strategic projects to be completed by 2028 include:

  1. Restoration of the Parahyangan Pura Agung Besakih Temple (Karangasem)

  2. Construction of the Bali Provincial Sports Center (Bangli)

  3. Development of Lake Beratan Area and Animal Feed Factory (Tabanan)

  4. Sanur Parking Building and Shuttle Road to the Port (Denpasar)

  5. New roads and strategic underpasses in Denpasar and Badung

  6. Construction of the Payangan–Bongkasa Bridge (Gianyar–Badung)

  7. Development of the Bali Ring Road (Klungkung, Karangasem, Buleleng)

  8. Expansion of Integrated Port Areas (Buleleng, Klungkung, Karangasem)

  9. Integrated Waste Management facilities throughout Bali

During the Regional Government Coordination Meeting held in Badung on March 12, 2025, Governor Koster emphasized that all projects are expected to be completed by 2028 at the latest.

“These programs must proceed and be completed by 2028—2029 at the latest, if we must stretch. We’re dividing responsibilities according to regional capacity,” said the two-term governor.

This agreement reflects the strong commitment of the Bali Provincial Government, together with Badung and Gianyar Regencies, to build Bali into a region of equitable and inclusive growth. It also aligns with the long-term vision of Bali’s 100-Year Development Roadmap (2025–2125), which focuses on preserving nature, strengthening cultural identity, and ensuring regional economic balance.
